The UK and US have hammered out a significant trade agreement that will ensure zero import taxes on UK drug shipments going into the US market.

The Terms of the Deal

Under the terms of the agreement, the UK has pledged to boost expenditure on medicines through the National Health Service (NHS). This commitment ensures that import taxes on these vital products will remain at zero for a duration of three years.

This deal comes after recent threats to hike import taxes on patented pharmaceutical products, with increases mentioned up to double the cost.

"This agreement between the United Kingdom strengthens the international landscape for cutting-edge drugs and establishes much-needed fairness to transatlantic medicine commerce," a release noted.

Commercial Significance

Pharmaceuticals are one of the Britain's largest export categories to the US, which is by far the primary destination for large UK drugmakers.

Export figures reveal that in the 12 months prior to last September, the UK exported drugs worth over eleven billion pounds to the US. This amount made up 17.4% of British export trade in that span.

"This guarantee protects work, stimulates capital expenditure and sets the stage for the UK to emerge as a global hub for life sciences," a minister stated.

Detailed UK Commitments

The agreement involves several key commitments from the British government:

  • Higher Cost Ceiling: The UK will increase the price threshold at which it deems new therapies to be prohibitively costly by 25%.
  • Boosted Medicine Funding: There is a goal to increase overall health service expenditure on medicines from 0.3 percent of Gross Domestic Product to 0.6 percent over the next decade.
  • Rebate Cap: The percentage pharmaceutical firms must pay back to the NHS to control costs will be limited at fifteen percent. Previously, repayments were more than twenty percent.

Industry Background

The deal comes amid a protracted tension between the drug companies and the ministers over drug pricing and approval rates.

This friction were exacerbated by assertions that American customers were paying a premium for the equivalent treatments than people in the UK and Europe.

In recent months, several major manufacturing plans in the UK have been halted or cancelled, while multi-billion-dollar expansions have been announced toward US facilities.

A senior figure acknowledged that the NHS had to invest a greater share on drugs, noting that its expenditure on drugs had declined as a share of its total funding over the past decade.
